No. Founders anywhere in the world can form a Texas LLC entirely remotely. You do need a registered agent with a Texas address, which FastLLC provides.

Typical filing takes about 10 business days once your information is submitted.
There's no fee to file, but the annual Franchise Tax Report and Public Information Report are still legally required. Most small LLCs owe no actual franchise tax under Texas's no-tax-due revenue threshold — but you still have to file, and larger businesses above that threshold do owe real tax.
If your business is physically based in Texas, forming here directly is usually simpler and cheaper than forming elsewhere and then foreign-qualifying in Texas anyway.
